Total sanitation
Campaign of Ministry of Rural Development, Government of India was
successfully launched in District Fatehabad & Sirsa of Haryana by Dr. Yudhbir Singh Khyalia as Additional
Deputy Commissioner cum CEO of District Rural Development Agency in the year 1997.
Implementation of project meant challenges at every step, one door
closing, another opening, a new lesson every day and finally the satisfaction of reaching the
target.
The key points of the whole exercise were:
- Cent percent ODF status.
- Villagers themselves report higher level of cleanliness after ODF
status.
- Villagers themselves have the capability to do it through proper
intervention strategies.
- Integration among different projects will help in applying lessons
from one to another and the same success story can be repeated for other scheme.
- Continuous monitoring is very important to freeze the change and
to stop the reversal of process.
- Concerted efforts and Will Power are Critical Success Factors to
reach such milestones in short span of time despite difficulties.
- Social researchers must study the implications of cleanliness in
ODF villages on social parameters.
