Strategies adopted to achieve ODF status 

Strong and Functional Delivery Structure

A functional and strong structure was the first requirement to carry this task but for TSC (Total Sanitation Campaign) no separate vertical government structure is provided.

So the challenge was to create one and a delivery structure was created to carry out the program, through the volunteers of Zila Saksharta Samiti workers, (unpaid, no financial burden on Govt.), other existing staff such as BDOs, Anganwadi workers, School Principals & Staff, Sarpanches, Gram Sachives (Secretaries), Community or muli-purpose Health Workers, Asha Workers, Self Help Groups and other volunteers (which were identified with the time as the program proceeded).

Selected team recruitment was carried out strictly according to Govt. guidelines. They were recruited only where the provision was there. No vertical structure at the expense of government was built.
