achieve ODF status
Pattern of
Interaction
For this participation based program, a system of
regular interaction was critical and the following pattern was devised for this:
• Smallest unit – village was chosen for
implementation.
• Action units were decentralized at the village, block & District levels
but at the same time centralized monitoring by CEO was always there to raise the energy level of motivators,
team members and to review progress.
• Day to day monitoring and evaluation of the programme was necessary and
important for the implementation and sustainability of the program.
• The slogans of Swachhta were chanted by CEO himself in his motivational
speeches at meetings called for villagers associated with this campaign from all over the
district.
• Torch light procession and Swachhta rallies were carried out by the School
Students and Swachhta Samiti, a committee of villagers.
Sometimes committee formation has also lead to division
in the community. There was a danger that if committee or any other institutional structure does not
represent the whole community properly, the programme remains confined to the level of committee only. So
pattern of interaction was inherently participatory as it was villagers own program.
