The profile of districts on the given parameters shows
that the task was not an easy one.
It clearly emerges from the data:

That almost 40 per cent rural population in District Fatehabd and 30 per cent rural population in District Sirsa was not having
in households.
·
The absence of toilets indicates towards the extensive use of open spaces for defection.
·
Further it was not known to what extent toilets were used by those having toilets
·
So the task involved was twofold, one to convince people to get toilets constructed in their houses
and second to persuade them to develop the habit of using toilets.
Statistics alone may not help in understanding the
importance of ODF as it is much more than building of
toilets, and involves breaking of old age habits and
changing the mindsets.
The scheme for total sanitization was implemented by
following bottom up and participatory approach. But it was
a challenge and involved change in patriarchal values and
cultural traditions.
With the support from all the concerned personnel & departments,
the targets of being the Total Open Defecation Free (ODF)
Districts were achieved. 244 villages of District Fatehabad with 4.4 percent of state’s rural population
and 333 villages of District Sirsa with 6.4 percent
of state’s rural population were totally sanitized.
