Dr. Yudhbir Singh Khyalia
Dr. Yudhbir Singh Khyalia, IAS is currently posted as Deputy Commissioner at District Jind
in Haryana.
He was born & brought up in village Jhanwari of District Bhiwani in the State of Haryana. He
did his schooling from the village itself and graduation from Government College, Hisar. He did Post Graduation in
English from MDU, Rohtak & Public Administration from Punjab University, Chandigarh.
He has been conferred the degree of Doctor of Philosophy in Social Work on the topic “Management
of Safe Blood Transfusion” by Kurukshetra University, Kurukshetra.
His career began with teaching prior to his joining Civil Services in 1984. He has headed as
many as 9 sub divisions as SDM and has also been the Registrar of Kurukshetra University, Kurukshetra during
2005-06.
Dr. Yudhbir Singh Khyalia is a pioneer name in Blood Donation Motivation for having initiated
Blood Donation Awareness program in the rural areas where more than 500 Camps have been organized
and more than one lac thirty thousand volunteers inspired by him have donated blood so far. The
details of these donors with photographs are being uploaded in real time on to the
website bravoblooddonor.org.
His name was listed in Limca Book of Records, 1998 edition, page 157 for having organized “Rakt
Daan Jaagran Mela” which is a record for “Highest Blood Collection in a single camp”.
He was also awarded with "Mother Teresa Memorial Award" for Voluntary Blood Donatiom Awareness
& Motivation Program by Indian Society of Blood Transfusion & Immunohaematology (ISBTI) in the year
1998.
He has made his mark not only at National but at the International level also. Having presented
a paper on "Blood Donation Awareness" in Beijing, China in 2004, he has also participated in 9 international
conferences on Blood Transfusion Services.
It is his efforts that District Sirsa has achieved more than 300% voluntary blood donation and
he is now pursuing to achieve the same in the State of Haryana & then the whole nation.
Recently, he has also been elected as National President of Indian Society of Blood Transfusion
& Immunohaematology (ISBTI) - an NGO working in the field of Voluntary Blood Donation and Blood Transfusion
Services in India since 1973.
During the course, he has also been involved in other community services like Total
Literacy Campaign, Total Sanitation Campaign, Self Helf Groups etc.
Total Literacy Campaign of National Literacy Mission headed by him in Panchkula District
between 1997-99 was declared the best campaign in the country.
He was the man behind making Sirsa District the first “No Open Defecation” District in the
country. This fact is recorded in 20th edition of “Limca Book of Records” page 206. This also begged him “People of
the Year" award for his extra ordinary skill in the field of Social Services.
He is a simple person who works with a missionary zeal to achieve ground breaking
accomplishments for the society at large. He has a vision for New India... a Better
India.
